Why the percentage is the whole question

Two things follow from the seller's own document. The only declared active is camphor, at less than 0.1 percent. Over-the-counter heat rubs that rely on camphor normally declare it between 3 and 11 percent, which is the range recognised for that use in the United States. Under 0.1 percent is a different order of magnitude.

And capsaicin, the ingredient the page credits for reducing pain signals, is listed among the inactive ingredients, not as an active. An ingredient doing the therapeutic work is supposed to be declared as one.

What that means for you, in practice: expect a pleasant warm cream that moisturises well, because the rest of the list is genuinely a good moisturiser base. Do not expect it to behave like a pharmacy-strength heat rub, and do not pay pharmacy-strength prices for it without knowing that.
